In June 2002, the Québec National Assembly amended the Environment Quality Act (EQA), allowing the Québec Minister of the Environment and the Fight against Climate Change to prepare a list of experts authorized to furnish land protection and rehabilitation certificates. The inclusion criteria for the list of experts were published in the January 25, 2003 issue of the Gazette officielle.
The program is intended for individuals with expertise in the field of contaminated lands and knowledge related to the application of chapter IV, division IV of the EQA, sections 120 and 121 of Act respecting land use planning and development (CQLR, chapter A-19.1) and Guide d’intervention – Protection des sols et réhabilitation des terrains contaminés (French) and related documents.
In order to qualify as experts, applicants must demonstrate competency in the field of contaminated land characterization and rehabilitation, as well as knowledge related to the application of the EQA, to the satisfaction of the Ministry of the Environment and the Fight against Climate Change.
Competency is determined on the basis of applicant academic training and experience in this field. Candidates must pass an examination that tests their knowledge of experts’ tasks and responsibilities.
